The commission will not decide upon the calls until after the summer, but drafts are usually circulated in the form of "non-papers" - documents that doesn't exist if you ask for them, but are nevertheless circulated within the scientific community. Attached is an early draft (with paragraphs still missing) of the workprogram for 'Climate action, environment, resource efficiency and raw materials'. Major parts are on circular economy, nature-based solutions for cities, and extraction and recycling of raw materials. Of interest to several Bolin scientist are calls on polar research, which had a very weak representation in the workprogram of 2014-15. The new workprogram present topics like 'Impact of Arctic changes on weather/climate of northern hemisphere', 'Climate impacts on Arctic ecosystems, resources, new economic activities' and 'Antarctica drilling'. The one on Antarctic Drilling is however a Coordination and support action, which means it does not fund research directly, but through networks and coordination activities. In light of our recent forest fire last summer his presentation may be of interest to many. Collaborative Forest Management in Colorado, and the Role of Fire and Forest History: Land management agencies in the United States -as in many areas of the world - have been shifting from top-down, command-and-control governance to models based on collaborative input from a variety of stakeholders who help to set policy and direction, assist in implementation, and provide learning through adaptive monitoring. Collaborative governance is increasingly seen as a means to build better adaptive capacity of social-ecological systems, especially in the face of future impacts from land use and climate change. In this talk, I outline recent efforts to shift to collaborative governance in central Colorado National Forests, directed primarily at reducing the ecological and social impacts of wildfires in lower-elevation montane forests where much of the "wildland-urban interface" is found. Concepts of "historical ranges of variability" in fire regimes and forest structures, largely developed from tree-ring data covering the past 200 to 500 years, provide science-based models for ecological patterns and processes to be implemented under these collaborative efforts, although of course modified by the context of current social, economic, and climatic realities.
