[image: ECRA Header] d Newsletter 01 | 2015 [image: SCIENCE] arctic *Influence of internal variability on Arctic sea-ice trends *The human-induced loss of Arctic sea ice over the past decades has not been uniform, with a high rate from 2001-2007 and a near-zero trend from 2007-2013. However, analyzing short-term trends can be misleading since internal climate variability may mask or enhance long-term trends. This needs to be taken into account for understanding observations and model projections. Read the commentary high impact events *Resilience to extreme weather *Reducing the impacts of extreme weather today and in the future are key issues, which are addressed in this report by the Royal Society. Focusing on floods, droughts and heatwaves, it compares available options for risk reduction and includes research recommendations that aim at building resilience on a global level. Read the report *Coping with extreme weather events *The European Commission's Community Research and Development Information Service (CORDIS) has compiled information on a range of research efforts directed at extreme weather, specifically improving the capacity of identification and monitoring as well as coping with extreme events. This includes studies on Earth's magnetic field and the role of social media. See the research sea level *NASA: Latest measurements at about 60mm* Global mean sea level has risen by 60.12mm since 1993 according to NASA's satellite measurements. This gives an annual rise of 3.18mm. The other data source are coastal tide gauge records, which have measured the sea level change since 1870. See the data hydrological cycles *Heavy precipitation in a changing climate* While heavy precipitation events lasting for full days are likely to increase in the future, recent studies put forward that subdaily events may increase at twice their rate. This study from ETH Zurich, Switzerland employed a convection-resolving model for the Alps and surrounding regions and found a decrease of mean summer rainfall, along with an intensification of both extreme day-long and hour-long precipitation events. The publication outlines EU climate policy and presents over 200 mitigation projects from across the EU divided by theme: Energy, transport, agriculture and forestry, peatlands and wetlands as well as projects involving enterprises. Read the publication *New financial instruments for environment, energy efficiency and climate action projects* The European Commission and the European Investment Bank are launching two new financial instruments: The Private Finance for Energy Efficiency (PF4EE) aims to increase private financing for energy efficiency projects and the Natural Capital Financing Facility (NCFF) will provide funds to support projects that preserve natural capital, including adaptation to climate change. Air and Water: A Two Professors Seminar This year is a special year for environmental research in Sweden, because, in honor of the fortieth year of the accession of Kung Carl XVI Gustaf to the throne, not one but two Kung Carl XVI Professors in Environmental Science have been appointed. These are Raymond Pierrehumbert, who is conducting his research based at Stockholm University, and Walker Smith who is based at University of Gothenburg. Professor Smith works on climate change and polar oceanography, while Pierrehumbert works on a range of atmospheric and carbon cycle problems, some of which span both ocean and atmosphere. The two Professors will give back-to-back lectures on some of their research for the year, followed by an open discussion over fika. However, there is a significant gap between the magnitude of the analysis tasks facing the community today, and the capabilities of our traditional methods. New methods are needed for new lines of inquiry. This talk provides a tutorial introduction to a series of major recent advances in stationary and nonstationary time series analysis for oceanographic applications, with practical examples. Much of this work was carried out by the author over a number of years, building on modern signal processing concepts that are not yet widely known in the oceanographic community. Topics covered include: fundamentals of optimal spectral analysis; uses and abuses of the wavelet transform; theory of time-varying covariance; analysis of quasi-periodic oscillations; new classes of parametric stochastic models; and empirical orthogonal functions for bivariate data. The analysis algorithms described herein are distributed to the community as a part of a large software toolbox called JLAB, written by the author and available at http://www.jmlilly.net/jmlsoft.html. Tuesday, April 21, 11:00 Room C609, Department of Meteorology Stockholm University PS this is an updated version of the invited tutorial talk that Jonathan gave at the Ocean Science Meeting in 2014. Most examples given in the talk are based on oceanographic data, but the the issues in time series analysis discussed are generally applicable in science.
