For PhD students at the departments listed above it is thus mandatory to take part in the course "Ethics in research" (Forskningsetik och vetenskaplig redlighet) (unless you have already passed this or the previous version of the course, "Seminar on ethics in research"). It is an advantage to be able to read Swedish texts, although the discussions and most of the texts are expected to be in English. The affected areas are currently: * Hubei province, or other provinces on Chinese mainland where the spreading of infection is ongoing * The Italian regions: Lombardy, Piedmont, Emilia-Romagna and Veneto (i.e. northern Italy). * Iran * South Korea At Fysikum, as I think a large part of our work be carried out rather efficiently remotely and given information I got on how other countries and companies handle this situation, I would like to instruct following policy: - Colleagues that have been visiting the above mentioned areas should work from home for the recommended period of two weeks. Courses which begin next week will, in all probability, be given remotely. I have a continuous dialogue with the teachers responsible for each course about how they will undertake this. Each teacher has the responsibility to inform their students and assistants, tutors, problem session leaders as to how their role in the course will be done, i.e., via zoom/Athena etc. The University’s current guidelines for remote teaching are attached. Unfortunately there are few answers at the moment, and no indication on when things will go back to normal. As the PhD student ombudsman I am included in some central groups at the university where issues concerning corona and how to deal with it is discussed. So far most discussions have been focused on handling the acute situation with safety and maintaining teaching and a working university. For the PhD students the mayor concern that has been raised has to do with the “cost” of the situation, related to not being able to work as usual, with closed offices, limited access to library, canceled seminars, increasing workload due to digitalizing teaching and so on. Stockholm University has decided (at least for now) not to give any general extension of employment and redirects the question to the departments where it should be negotiated. This concern has also been discussed in CDR (Centrala Doktorandrådet) a discussion that will continue. As for now I would like for you to send this email to all PhD students at your department or inform them on the content, and raise the discussion in your PhD student councils locally. I would also like to recommend that you keep track of extra work, costs, or situations that make you inefficient (as having to take care of kids and so on), to prepare for eventual future negotiations. For students: Exception For students and PhD students: National initiatives Sveriges förenade studentkårer (SFS) has compiled a list about issues that students and doctoral students can run into due to COVID-19, which you can find here. It is quite comprehensive and it is regularly updated. It is in Swedish but the doctoral students committee in SFS (SFS-DK) updates an English summary If you have experienced any negative consequences in regards to your education due to COVID-19 there is the possibility of let SFS know about these issues. They have one google form for bachelor and master students and one google form for PhD students. For PhD students: Extra time spent on teaching and other departmental duties. Since many PhD-students are teaching during their PhD, the shift to online teaching can have increased their workload. If this is the case, it can be wise to document any extra time spent on teaching, and do it now while you still remember how much extra time (if any) you spent on adjusting your teaching to fit the online format etc. You can then refer to this documentation when your teaching duties for next semester are scheduled or when you request extension for your teaching. How you choose to document the extra time is less important than just getting it done. A post-it by your computer in many ways works just as well as an excel-sheet. So do it now, while you remember! For PhD students: The question about prolongation. “The Faculty of Science has issued a statement about PhD studies and you can read it here. It does not specifically mention prolongation but it does say what happens if you can’t complete courses in time and that we can “continue to run our projects under the same conditions as other researchers at SU”. From discussion in the Faculty Working Group the opinion is that no prolongation will be awarded barring exceptional circumstances. We can together in NFR raise the issue to SUS and CDR, provided that we have any opinions from the student and PhD student councils to raise. Although there are still many uncertainties we would just like to highlight a few things that are underway, and remind you of some others. At Fysikum we have a small group consisting of Kajsa-My Blomdahl, Jorge Laraña Aragón, Sten Hellman and Per-Erik to discuss the situation. Similarly the faculty has set up a working group which will adress and evaluate the situation. Per-Erik Tegnér is one member of this group, the PhD student representing our section of the faculty is Alexander Pietrow at the astronomy department. The plan is that the faculty group will reach out to all students with a survey in the early autumn. The group will also try to formulate common guidelines for how to react. One questions that is often raised is the one of prolongation of the time for the PhD due to delays incurred by the pandemic. The current statement from the dean of the faculty is that there will be no general prolongation, rather this will be judged based on individual requests for extensions. These will be handled at the department level, but one of the things we hope that the faculty working group will produce is guidelines for how to process these requests at the department level, and also criteria to use when evaluating them. If you have other ideas for issues this group should bring up then please contact us. It has also been decided by the president of the university that the next time the individual study plan is updated it must contain a description of how, and to what extend, the work has been affected by the Covid-19 pandemic. We have suggested that the faculty group tries to develop a template for how this should be done. Finally we remind you that the department information regarding these matters is collected at https://www.fysik.su.se/english/about-us/news/information-for-students-and-staff-about-the-coronavirus-1.490240 (there is a section under "Teaching" referring specifically to PhD students). As stated there you are still recommended to work from home if possible. Innan sommarledigheterna har jag gett avdelningsansvariga i uppdrag att diskutera i respektive avdelningar om hur man kan organisera den fysiska närvaron på Fysikum under hösten då troligen flera önskar eller behöver komma tillbaka till Fysikum - samtidigt som avståndsreglerna och hygienkrav kvarstår. Folkhälsomyndigheten har för några dagar sedan förlängt rekommendationen att jobba hemifrån om möjligt. Detta ändrar inte tidigare rekommendationer och åtgärder, men poängterar att grundinställning bör vara att jobba hemifrån om det går och att vara restriktiv med närvaro på Fysikum även framöver. Denna rekommendation gäller för tillfälle till och med den 31. december.  Närvaro bör därför prioriteras för (a) medarbetare med arbetsuppgifter som kräver närvaro and (b) medarbetare som upplever sämst arbetsmiljö hemma. Before the summer holidays, I have instructed division responsibles to discuss  how to organize the physical presence at Fysikum during the autumn when probably more people want or need to return to Fysikum - while the distance rules and hygiene requirements remain. The Swedish Public Health Agency has a few days ago extended the recommendation to work from home if possible. This does not change previous recommendations and measures, but points out that the basic attitude should be to work from home if possible and to be restrictive with presence at Fysikum also in the fall. This recommendation is valid until 31 December. Attendance should therefore be prioritized for (a) employees with tasks that require attendance and (b) employees who experience the worst work environment at home. Alla scheman för kurser under första halvan av höstterminen ska nu vara uppdaterade så att de visar vilka delar av varje kurs som ges online, och vilka är på campus. Under gällande rekommendationer från Folkhälsomyndigheten kommer munskydd inte att tillhandahållas av universitetet, men de studenter och lärare som vill är naturligtvis fria att använda munskydd. Detta får dock inte ersätta fysisk distansering. Om det inte är möjligt att hålla avstånd så måste alternativa undervisningsformer hittas. Vi påminner om att läget kan komma att ändras, och vi kommer i så fall återkomma med uppdaterad information. Lite nyheter och påminnelser: - i enlighet med de nya SU-reglerna för examination kommer det bli obligatorisk för studenter att anmäla sig till alla tentamina. Hälsningar Åsa och Magnus — Dear TAs during the autumn semester, Another semester is about to start, and as you all know it will be a bit different from normal. Most of our teaching will be done online, and I know that many of you are spending a lot of effort trying to adapt your teaching in the best way possible. Thank you for helping to make the best of a difficult situation! All schedules for the first half of the semester should now be updated, and show which parts of a course are online, and which are on campus. Information is also given for each course in the online course catalog. We are working to do the same for courses during the second half. A smaller number of students is allowed in the labs at one time, group size is limited to pairs, and individual work is preferred. All labs have been equipped with hand sanitiser and disinfectant for cleaning equipment. Given the current recommendations from the Swedish Public Health Authority, masks will not be provided by the university. Students or staff who wish to use masks are free to do so, but this is not a substitute for physical distancing. Any activity where physical distancing cannot be maintained needs to be replaced. Some news and reminders: - to comply with new SU regulations, it will be mandatory for students to sign up in advance to all exams. Eftersom vi måste planera för en hösttermin där vi har att förhålla oss till folkhälsomyndighetens rekommendationer vill jag påminna om följande: Huvudregeln är att de som kan arbeta hemifrån också gör det. Detta kan vara omöjligt av två skäl, antingen för att arbetsuppgifterna inte kan utföras på ett tillfredsställande sätt hemifrån, eller för att det inte går att arbeta ostört och effektivt i hemmiljön. I dessa fall är det möjligt för doktoranderna att arbeta på AlbaNova, om riktlinjerna för social distansering kan upprätthållas. Dessa medför att vi måste sprida ut personalen på tillgängliga kontorsytor, riktlinjen är att i de större rum där det normalt arbetar 4 personer skall maximalt 2 personer vistas samtidigt och i de mindre kontoren maximalt en person. Det är avdelningsansvarigas uppgift att organisera arbetet så att detta kan respekteras. Det kan ske t.ex. genom att upprätta ett roterande schema för närvaro på AlbaNova, eller genom att doktorander utnyttja seniora medarbetares kontor om dessa arbetar hemifrån. Regeln om social distansering skall upprätthållas också i laboratoriemiljön. Ansvariga för respektive laboratorium eller experimentuppställning ansvarar för att detta sker. För de doktorander som deltar i undervisning ansvarar kursansvarige för att detta sker i enlighet med gällande regler. I de fall doktorander arbetar hemifrån skall handledaren se till att deras arbetsmiljö är god, framför allt genom att tillåta att doktorander lånar hem den utrustning (som t.ex. datorer, externa skärmar mm) som är nödvändig, och i de fall det är nödvändigt också kompletterar med ny utrustning. Hälsningar, Jan Dear all, In conversations between representatives of the doctoral students at Fysikum and the director of studies/subject responsible, it appears that there are some ambiguities and some concerns regarding the activities during the autumn in a situation where we still need to deal with the ongoing pandemic. Since we have to plan for an autumn term where we have to comply with the recommendations of the public health authority, I would like to remind you of the following: The main rule is that those who can work from home also do so. This may be impossible for two reasons, either because the tasks cannot be performed satisfactorily from home, or because it is not possible to work undisturbed and efficiently in the home environment. In these cases, it is possible for the doctoral students to work at AlbaNova, if the guidelines for social distancing can be maintained. This implies that we have to spread the staff on available office space, the guideline is that in the larger 4-person rooms there must be at most 2 persons (at the same time), in the smaller 2-person rooms maximally one person. It is the task of the division heads to organize the work so that this can be fulfilled. This can be done e.g. by establishing a rotating schedule for attendance at AlbaNova, or by doctoral students using senior employees' offices who work from home. The rule of social distancing must also be maintained in the laboratory environment. The  responsible for each laboratory or experimental setup is tasked with organizing the work in the appropriate way. For the doctoral students who participate in teaching, the course coordinator is responsible for ensuring that this is done in accordance with current rules. In cases where doctoral students work from home, the supervisor must ensure that their work environment is good, above all by allowing doctoral students to borrow the equipment (such as computers, external monitors, etc.) that is necessary, and in cases where it is necessary also complements with new equipment. Here I’ll try to make amends: For new PhD students: The course aims to broaden the PhD education beyond what you get in your research topic and in other courses. It is mandatory for the Physics and the Theoretical Physics PhD degree. Steps are underway to make registration automatic for these PhD students, but this is not yet implemented. Stay tuned. For all interested PhD students, new and old: On Nov 12, Marc Kamionkowski’s colloquium will be a part of the course. Some days in advance the new course page on Athena will be online and and a a pre-colloquium meeting hosted by David Marsh will be announced as a first part of a colloquium module around Kamionkowski’s colloquium. The abstract is not yet published, but it looks really interesting! There will be more details about the course for new participants, which should allow everyone who wants to start with the above module to do so. (For newcomers: You complete the course by passing ten colloquium modules, but you do not have to take all modules that are offered.) Exactly how these first announcements will be made depends on how the upgrade of the registration process and a revision of the course roster proceeds. If specific methods become too cumbersome, I’ll have to spam this drand at fysik.su.se address. At least, everyone who is obliged to take the course should be reached. If you haven’t heard anything before Monday, Nov 9, something has gone wrong. Then contact me! (Otherwise, you should only need to mail me under special circumstances.) The CDR is a central council that exists to be the voice of the PhD students at SU. The members of the council are representatives from all three faculties (Faculty of Law, Faculty of Science and Faculty of Social Science). Since the spring, our main focus has been to make sure that the PhD students get the support that they need from a central level. CDR wrote a statement in May about the situation that the PhD students were experiencing. The statement declared that we wanted the senior management at SU to acknowledge the difficult situation, to take action and guide the PhD students in how they could manage in these difficult times. This led to a decision from the President of the University, Astrid Söderbergh Widding, which stated that “special consideration of the effects of the pandemic on the studies shall be given during the annual revision of the individual study plans.” However, we received feedback from many PhD students that they did not know where in the ISP this should be written. It was also unclear if it could lead to any compensation and who was responsible for making these decisions. Therefore, we asked for clarification regarding this and received a reply stating that a template (used as an appendix to the ISP) can be used in order to write down how you have been affected by the pandemic. The Board of Human Science and the Board of science are responsible for judging if and how the PhD students should be compensated, to have contact with the departments and to report what actions are taken to the President. So, attached you will find a template written by CDR in order to facilitate you in this process. As you will see in the template, we propose issues that you could include. These are mainly suggestions, feel free to add/remove/change the template to better suit your individual situation. After you complete the template, it should be sent to the Head of Studies for PhD students (studierektor för doktorander) at your department. That person should then make sure that the Board of Human Science or the Board of Science receives this information (depending on which board your department belongs to). This template does not have the same deadline as the ISP, so if you already have sent in your ISP, you can still send in the template. If you already stated how you had been affected in the ISP, but you feel like you want to add something, you can also fill in the template and send it to the Head of Studies at your department. Most important is still to keep the distance between the students and the TA. The students work individually or maximum in pairs. Keeping the distance should always be possible, but mouth protection can be a complement in situation where it is difficult to always keep the distance. Therefore there are protection masks available in both student labs in House 1 and in G2:0015 in the optics labs at Albanova. Remember it is not compulsory to wear them, but anyone working in the lab is free to use them. If you or any student use them it is important to follow the instructions (see below). If you run out of masks, please contact Petra Björk (works with laboratory safety she has a stock of masks), me or Andreas Rydh (responsible for student labs). Keep up the good work! I attach here a list of the present status for all of you to consider, sorted according to main supervisor. Please let me know if you see some mistakes, there may be several. After corrections notified by you and after updating the list if you hand in ISPs very soon, the list will go to the board for consideration. The list contains all PhD students. Observe, even for students without activity there has to be a yearly update (a monitoring), but it can be simplified by using the attached form (Update ISP.doc). That form can also be used for students close to their defense (typically a defense within half-a-year). The ISP form is found here: https://www.fysik.su.se/internt/råd-och-stöd/stöd-till-lärare/utbildning-på-forskarnivå _Rules:_ For PhD students already in the system, the ISP has to be revised/updated once every 12 months, i.e. there has to be an ISP updated in 2020! Det finns nu munskydd att tillgå i båda labblokaler i hus 1 samt i optiklabben på plan 2 (placerade i G2:0015). Instruktioner finns längre ner i mailet och de finns även där munskydden finns. I attach here the list presented at the board meeting, showing the status known to me on Dec 8. Since then a lot of ISPs have been handed in. I attach here a list of the present status for all of you to consider, sorted according to main supervisor. Please let me know if you see some mistakes, there may be several. After corrections notified by you and after updating the list if you hand in ISPs very soon, the list will go to the board for consideration. The list contains all PhD students. Observe, even for students without activity there has to be a yearly update (a monitoring), but it can be simplified by using the attached form (Update ISP.doc). That form can also be used for students close to their defense (typically a defense within half-a-year). The ISP form is found here: https://www.fysik.su.se/internt/råd-och-stöd/stöd-till-lärare/utbildning-på-forskarnivå _Rules:_ For PhD students already in the system, the ISP has to be revised/updated once every 12 months, i.e. there has to be an ISP updated in 2020! If this is not done, the employment may be stopped as may be the salary raise connected to the 50% or 80% achievements of the studies. For new PhD students, a first ISP is required to be handed in within 2 months of the start date. _Attached list:_ PhD students are marked "LATE" if the most recent ISP does not fulfill the rules above. _Action:_ Supervisors:  Check the list and act if your students are marked with "LATE". It is the responsibility of the supervisor to see to that there is a valid ISP! PhD students: Please talk to your supervisor or come to me if the process has not started.
