[Socbin] EMBnet.news issue 15:3 is out

EMbnet.news the official (and fully open access) journal of the EMBnet  
network is out.

The journal is now using a new publishing system that presents the  
journal in various formats.

EMBnet.news announce also that in the future it will contain a peer  
review section.
