[Drand] Fysikum rules/recommendations rergarding PhD defenses and Licentiate seminars

please not the rules and recommendations here at Fysikum concerning the 
procedures regarding PhD defenses and Licentiate seminars.

Two documents are attached: 1) the decision by the faculty ("PhD 
def....") and 2) The rules and recommendations at Fysikum ("Fysikum...")

Observe that the supervisor and chair of the defense have to prepare 
things ahead.
