[Drand] Report on delays of doctoral education due to the corona pandemic

Hi all,

The Swedish national association of PhD students in which one of our 
colleagues participates actively has written a report compiling a lot of 
info concerning delays in the PhD education

There is useful advice for you, your supervisors, etc. so we though it 
was a good idea to share it with all of you. Scan through it if you want 
and of course feel free to reach out to any of us in the PhD council 
board if you have any questions :)
