[Socbin] Annual general meeting

Dear SocBiN  members

Because noone from the SocBin board was able to attend the conference
in Umeå this year we have decided to have an electronic annual general
meeting. It will be done in the following way. For each of the
following questions discussion on the socbin mailing list will be done
until July 15 and then between June 20-25 a Yes/No voting on will take
place (by sending emails to me).


This is the following points

0) Information. There has been no economic transactions during this year.

1) Election of new members

There are five seats up for reelection:

The following are uggestion from the board
- Reelect Arne Elofsson
- Reelect Janusz Bujnicki
- Replace Tapio Salakoski with Mauno Vihinen
- Replace Sören Schandorff with Inge Jonassen
- Replace Gudmundur Thorisson with Maido Remm,

All elections are for three years.

2) New rules for the organisation of the annual meetings. A proposal
is available at http://socbin.org/rules.shtml



3) Change to the bylaws. (These have to be proposed 30 days before
hand and will therefore be decided on a later meeting)

Three changes are proposed

- Due to the difficulty of attracting active board members the
following rule in Paragraph 5 is proposed to be excluded  "for one
additional period"

- A new paragraph 10 is proposed to clearify how the conference is run

- A paragraph to allow the AGM to be held electronically is also added.
